Ex-CIA officer Laura Thomas explained the 'duty to warn' protocol, that sounds the alarm on threats. Before the March 22 Crocus City Hall attack, Russia dismissed the US warnings. The CIA uses the "duty to warn" protocol to alert a US or non-US entity of an impending threat. Once a "duty to warn" notification is delivered, the CIA officer who issued the warning documents marks it as a "fulfilled" duty. "CIA's own duty to warn process does not always involve State Department, as it is not the same as a 'public' notification," Thomas said.

London CNN —A London-based technology company is looking to “democratize” talent-identification and scouting in soccer using a mobile app. Free to download and available globally, the aiScout app allows aspiring soccer stars to enter virtual trials for professional clubs by uploading self-recorded footage of themselves completing a series of drills. Ben Greenwood had never had a trial with a professional club until he downloaded the app in 2019. By Thomas Escritt and Sarah MarshBERLIN (Reuters) - A former German spy chief who was sacked after being accused of averting his eyes to the threat posed by the far-right founded a new right-wing party on Saturday, holding an inaugural party congress on a boat near Germany's old capital Bonn. The Werteunion, or Values Union, is headed by Hans-Georg Maassen, who was dismissed as head of Germany's Office for the Protection of the Constitution (BfV) in 2018. A former member of the opposition Christian Democrats, Maassen is himself now being monitored by the security agency he ran, he said last month. Maassen said on social media platform X, posting a photo of himself and colleagues in front of a German flag on the boat. Earlier this year, leftist politician Sahra Wagenknecht founded a new left populist party.

Portuguese prosecutors in the disappearance of the British child identified as an official suspect a person whose details corresponded to that of Brueckner two years ago. In Mo i Rana, a small Norwegian industrial town on the cusp of the Arctic Circle, a cavernous gray factory sits empty and unfinished in the snowy twilight — a monument to unfulfilled economic hope. The electric battery company Freyr was partway through constructing this hulking facility when the Biden administration’s sweeping climate bill passed in 2022. Perhaps the most significant climate legislation in history, the Inflation Reduction Act promised an estimated $369 billion in tax breaks and grants for clean energy technology over the next decade. Its incentives for battery production within the United States were so generous that they eventually helped prod Freyr to pause its Norway facility and focus on setting up shop in Georgia. Its pivot was symbolic of a larger global tug of war as countries vie for the firms and technologies that will shape the future of energy.

CNN —While the 2024 presidential race seems set in stone as a rematch between President Joe Biden and former President Donald Trump, it’s also true that things happen. Back in November 1872, for instance, the newspaper publisher and Democratic presidential candidate Horace Greeley died after Election Day but before the casting of Electoral College votes. No one knows for sure what would happen if a candidate died or for some reason needed to withdraw from the race. The process of replacing a presidential candidate very much depends on when the vacancy occurs – during the primary process and before the party convention; during the convention or after the convention; or before or after people vote in November. When he dropped out of the presidential race, it set off a chaotic dash to replace him.

INDIANAPOLIS (AP) — A man who died in a Texas prison decades ago has been identified as the person who abducted and stabbed three Indiana girls and left them in a cornfield nearly 50 years ago, police said, citing DNA evidence. The girls, ages 11, 13 and 14, survived the attack, but “a clear suspect” was never pinpointed and the case went cold — until now. At the time of the August 1975 attack, police said Williams lived in Indianapolis near where the three girls were abducted while hitchhiking. Investigators submitted the profile last year to DNA Labs International, a Florida-based forensic laboratory, where it was subjected to “the latest forensic technology available,” police said. After ancestry analysis helped identify the suspect's children, samples from Williams’ relatives helped confirm his identification as the attacker, police said.

Tractors Converge on Berlin for Farmers' Protest

BERLIN (Reuters) - Farmers and their tractors rumbled towards Berlin from every corner of Germany on Sunday ahead of a giant protest demanding a rethink of plans to tax farmers more. But farmers, with the vocal backing of the opposition conservatives and the far-right, say this does not go far enough. "Farmers will die out," said farmer Karl-Wilhelm Kempner on Sunday as he boarded a bus in Cologne heading for the demonstration. Finance Minister Christian Lindner will address the protest and coalition party leaders have invited leaders of the demonstrations for talks. Disruption caused by protests and train strikes last week hurt coalition parties in the polls and propelled the far-right Alternative for Germany party to new heights.

Manhattan townhouses took center stage in December, with several big sales and a prominent listing. The film producer Scott Rudin teamed up with a neighbor for a combined listing at 20-22 Bank Street in the West Village. And on the Upper West Side, the real estate developer Charles Bendit, and his wife, Karyn Bendit, closed on the sale of their townhouse. Other noteworthy December closings included the purchase of a co-op through a trust for Sara Lee Schupf, for whom the Sara Lee dessert business was named. All three transactions were on the Upper East Side.

The Paris-based Organisation for Economic Cooperation and Development said it had seen some of the steepest drops in performance since 2000 when it began its usually triennial tests of 15-year-olds reading, maths and science skills. On average across the OECD, one out of four 15-year-olds tested as a low performer in maths, reading and science, which means they could not use basic algorithms or interpret simple texts, the study found. Poorer results tended to be associated with higher rates of mobile phone use for leisure and where schools reported teacher shortages. The OECD said the decline was not inevitable, pointing to Singapore, where students scored the highest in maths, reading and science, with results that suggested they were on average three to five years ahead of their OECD peers. After Singapore, Macau, Taiwan, Hong Kong, Japan and South Korea also outperformed in maths and science, where Estonia and Canada also scored well.

The government said the spillover effects from the energy crisis that hit in 2022 after Russia's invasion of Ukraine and caused rocketing prices had created an emergency situation that justified suspending the debt brake. The leader of Scholz's SPD urged the government to consider suspending the debt brake next year, a move rejected in particular by the fiscally hawkish Free Democrats (FDP). "The debt brake must remain." The debt brake, introduced after the global financial crisis of 2008-2009, was first suspended in 2020 to help the government support firms and health systems during the COVID-19 pandemic. On Monday he stressed the need to give companies, which have been worried by the uncertainty caused by the budget crisis, clarity as quickly as possible.
